講 座 內 容 ：
香 港 政 府 總 部 在 2 0 1 1 年 由 「 政 府 山 」 搬 遷 到 「 門 常 開 」 時 ， 畀 民 眾 揭 發 港 府 在 搬 遷 過 程 中 銷 毁 了 超 過 1 1 0 0 直 線 米 之 檔 案 ， 引 起 各 界 關 注 保 存 歷 史 檔 案 。
歸 根 究 底 ， 由 於 香 港 並 無 檔 案 法 ， 使 各 政 府 部 門 之 檔 案 理 論 上 可 以 自 行 處 理 ， 不 必 移 交 予 檔 案 館 。 因 此 ， 這 才 會 發 生 政 府 檔 案 被 大 規 模 銷 毁 的 情 況 。
講 者 身 為 研 究 香 港 歷 史 之 學 者 ， 對 此 相 當 關 注 ， 因 為 如 果 歷 史 檔 案 不 齊 全 ， 將 難 以 研 究 歷 史 ， 甚 至 會 出 現 香 港 歷 史 學 術 界 之 斷 層 ， 故 此 乃 學 術 界 一 大 危 機 。
有 見 及 此 ， 是 次 座 談 會 將 講 述 設 立 檔 案 法 之 重 要 性 與 現 時 香 港 保 存 歷 史 檔 案 之 狀 況 ， 藉 此 引 起 公 眾 關 注 檔 案 法 。
When the Headquarters of the Hong Kong Government relocated from the ‘Government Mountain’ to the ‘Open-door’ in the year 2011, citizens exposed that the Government had destroyed in excess 1100 linear meter of records during relocation. This led to the community paying attention to the preservation of historical records.
Fundamentally, since there is no Law of Records in Hong Kong, it is permissible for departments within the Government to handle their records at their own discretion, with no legal need to transfer them to the Archives. This is the only reason why Government records could be destroyed on such a large scale.
Being a freelance scholar analyzing Hong Kong history, the speaker pays keen attention to this. This is because analysis of history would be harder and harder to do if the historical records were incomplete. Even faults within the academic field of Hong Kong history would start to appear - there would be a crisis in this academic field.
In view of all this, this talk will discuss the importance of establishing the Law of Records and the current status of Hong Kong preserving historical records, by taking the opportunity to let the public learn more about the Law of Records.
